AMMAN – The Ministry of Social Development has revealed the preparation of 6 new legislative executives, the most important of which is a new subsequent care system and a system of social responsibility, in addition to 3 drafts of executive instructions linked to the social work profession.
In response to requests for information on “Al -ghad”, the ministry said that a set of executive regulations and instructions are successively implementing under the provisions of the new Ministry of Social Development Act N ° 4 in 2024, in particular the preparation of 3 instructions for the system of practice of social profession n ° 72 of 2024.
He indicated that the system of practice of the social work profession was one of the most important regulations linked to the law, because the law required the issuance of the instructions necessary to apply it.
She explained that the first project organizes obtaining a license to practice the social work profession, while the second project organizes the mechanism to renew licenses for this process, while the third project organizes the training authorities, training programs and approved trainers in the field of the practice of social profession, where several government and private organizations will be approved to grant training certificates and training conditions.
She pointed out that the three instructions in the instructions have become in their last stages before the final approval and submitted to the Council of Ministers, then published in the official Gazette, according to the provisions of article 22 of the system.
The ministry also revealed the preparation of a subsequent care system project and deals with mechanisms to follow the beneficiaries of graduates of the Ministry of Demolagers who are over 18 and leave the refuge.
She explained that it is the first system of this type to legislate a legislative framework, and it clearly defines the responsibilities of the ministry in the subsequent care file, as well as the responsibilities of care graduates and accommodation of this category under the new law.
The system will clarify the responsibilities of the ministry in addition to the obligations of graduates of care houses which will be covered by the system, as well as to set a higher ceiling for the age that the ministry will be followed after leaving sponsorship, after having reached the age of 18.
The status of higher limit for age is due to considerations related to the family, social or economic situation, or to the need for care in specific periods after obtaining the diploma, where graduates of the healthcare homes were followed in the following care programs, according to administrative decisions, according to the ministry.
In a related context, the ministry also revealed the preparation of a social protection system project for social protection under the provisions of article 12 of the law of the Ministry of Social Development, because it stipulated the creation of a fund to provide financial and material support for social protection and care programs provided by the ministry.
She said that an account will be open specifically for this fund within the ministry, provided that financial income is for him thanks to its budget, as well as donations, donations, subsidies and any other resource, provided that the Council of Ministers approves it.
And will benefit from this fund, the categories that the ministry carefully includes according to the text of the law, which are of 8 categories, noting that the project is also in its last stages.
Among the most important regulations are the system of social responsibility which is always under study and comes to the organization of the relationship between the ministry and the private sector in relation to support without obligation, and addresses the organization of forms of support if they are received.
Subsection H of article 4 of the law of the Ministry of Social Development stipulates that the Ministry organizes and licenses social responsibility initiatives.
In this context, the ministry indicated that the regime’s proposal will not be compulsory for institutions and will take up the organization and license process, for any initiative submitted by an institution of the private sector which wishes to submit an initiative under social responsibility.
