Many have been said about the crisis in science in Portugal. The message that comes from the large international markets is very clear – only with a dangerous bet in smart science, it will be possible to develop a smart economy, with effects on the market. Portugal should be on this way, and it is important to show that there is a new capital of the strategic efficiency of a national base capable of seizing this challenge. At a time of the complex crisis, the goal of betting on a smart flag involves mobilizing the national skills of a new business schedule. Portugal should know how to understand this new opportunity related to European options and integrated participation of companies, universities and innovation centers will be essential.

The Portuguese economy clearly faces an effective and continuous growth challenge in the future. The numbers of the past twenty years cannot be more clear. The inability to modernize the industrial sector and a new approach, based on innovation and creativity, and global markets, which are linked to the maintenance of the internal economy of services of a limited genital nature, created an illusion in the late 1990s of the artificial growth based on its inability to the project in the future.

Portugal needs to enhance its active presence in the new smart networks of innovation and competitiveness, with all consequences from the point of view of influencing the economic and social matrix. The general policy must be clear – its priorities must be determined for the structural investment point in sectors and regions, otherwise objective results are not achieved. We are at the time of this opportunity. A clear definition of the “competitive power pillars” in which they will act (they must be a little and with a clear impact on the economy); The choice, according to strategic rationality standards, for regional regions, where it will work and fill effectively for “active networks” to market the current skills to capture “IDE of Innovation”.

In this context, foreign direct investment plays a role to take advantage of individual change. Portugal clearly needs to enter the successful IDE text program for innovation associated with capturing I&D companies and centers that have been identified with the most dynamic sectors in economics, communications, biotechnology, cars and air technology, among other things. This is a distinguished approach, the “Active Networks” championships in global markets that include the two main sectors (leading companies, universities, first places and head), and public agencies are responsible for an important role in the context of the successful conditions of the customer approach.

The new economy, capable of guaranteeing a new sustainable economy, should rely on focusing the focus on clear priorities. Make sure that “IDE of innovation” is vital in attracting skills that stimulate the active structural renewal of the national economic fabric; Effectively filling the “efficiency centers” of this active approach in the global market-but to pay attention to the strategic rationality standards specified in the beginning, according to global public policy options, which intend to properly pay attention to the need to maintain coherent levels of social and regional cohesion.
