Ursula von der Leyen announced on Tuesday that the European Union Plan to strengthen its defense will include a joint task force with Ukraine to coordinate military support to the country devastated by war and a European military sales mechanism designed to reinforce the industrial base of the European defense.

The head of the European Commission declared that the two new instruments will be part of the long -awaited white book on defense, which will be published on Wednesday and intends to define EU priorities in defense investment and how to finance them.

The White Paper, which Von der Leyen called “a script for ‘preparation 2030′”, defines four priorities, including the increase in support for Ukraine and reinforcing the industrial defense base of Europe.

With respect to Ukraine, “much more we can do,” said Von der Leyen the casualties of the Dane Military Academy in Copenhagen.

“To help this be a reality, we believe a force of the joint task force with Ukraine to coordinate the military support of the EU and the Member States to the country. But Ukraine can also support us. In fact, for a long time we have been learning from the transformation of the Ukrainian defense industry,” he added.

The increase in Ukraine defense production could be “a model for Europe,” said Von der Leyen, appealing to the acceleration of the country’s integration into the European Defense Equipment market.

The German Eurodiputee emphasized that European defense companies cannot produce the equipment in the amounts and speed that Member States need, partly because the European market is “too fragmented.”

“We have to reverse the trend. It begins with investment in Europe. As we all know, most of the defense investment is currently carried out outside Europe. In other words: good jobs outside Europe, return of investment outside Europe. Research, development and innovation outside Europe. This is not sustainable. We have to buy more European products,” he said.

“In addition, companies need a constant flow of multi -analyzes to guide investment and increase capacity. Therefore, it is even more important to gather our demand and make joint acquisitions. We will create a mechanism of European military sales to help achieve this goal,” said the commissioner.

To facilitate this process, the commission will call a strategic dialogue with the defense industry.

Air defense and anti -sis, ammunition and drones

Von Der Leyen has already presented a European Rearm proposal for two weeks to help member states to increase defense expenses, which includes a new instrument to raise money in capital markets and then lend it to 27 for defense projects, as well as the use of the national stability and growth PACT clause to allow governments to deviate from strict budget rules of the EU for defense expenses.

The Plan also describes the defense capacities that the Commission has identified as a priority for this financing, including air defense and antimiles, artillery systems, ammunition and missiles, drones, cybernetics and military mobility.

EU leaders gave their political support to the proposal at an extraordinary summit held last week. Now it is expected to discuss the White Paper at a two -day summit that will begin in Brussels on Thursday.

But decisions are not expected at this meeting, and leaders must wait for a summit at the end of June, which will be held immediately after a meeting of NATO heads of state.

“Financing is an important first step, but the real test is that we have to turn money into concrete actions,” Danish Prime Minister Mette Frederiksen said minutes before Von der Leyen.

“Europe has to be able to defend themselves and we have to take action now to ensure it. I hope we can define a very clear objective to strengthen European defense and security,” he added.

Von der Leyen also stated that “it is necessary to act now” and “by 2030, Europe must have a strong European defense position.”

Several information agencies warned that Russia could have the means to attack a European NATO ally before the end of the decade.

“We are stronger than we think. And we are not alone. Europe is more united than ever,” he said. The block is also “totally committed to working with NATO and the United States” and is working to open “new forms of security” with the United Kingdom and other partners, including Canada and Norway, said Von der Leyen.

But a fast security pact with the United Kingdom seems uncertain, since some member states have indicated that it would have to be part of a broader redefinition of relations, while the recent comments of President Donald Trump and other employees of his administration of his administration raised concerns about Washington’s continuous commitment with the European defense.

Another containment area with the US. It is bulk, a semi -autoomo territory that belongs to the kingdom of Denmark, which Trump said that Washington could forcefully take for reasons of national security.

“For all the inhabitants of Gronelândia, and Denmark as a whole, I want to make it clear that Europe will always defend sovereignty and territorial integrity,” Von read Cadets.
