On Tuesday, April 29, the Municipal Municipal Association agreed to the new municipal plan for people in a warm position (PMPSA) 2025-2029. The municipal strategic plan that started in 2022 continues by the current executive authority and which already has most of its ongoing work.
“With five intervention axes and 63 concrete measures, the plan already has 54 measures in the implementation phase, began in light of the current municipal strategy. Only 14 % are implemented, but with a time horizon until 2029,” said the council in the social area, Helna Lille.
The mayor pointed out that the plan aims to “organize, innovate, organize and unify the work that was developed within the municipal strategy, with three main goals: prevention, reduces homeless cases and better understand this phenomenon, and enhance more effective interventions.”
Helna Lille emphasized the central role of the street team, which was established by the municipality and approved by the municipal association, which works directly with people in a homeless position, signs, referrals and side dishes. This team works in a weekly system, expressing regional health service, social entities and health houses, and ensuring rapid responses for physical and mental health conditions.
The council member remembered that the current executive authority of the municipality started with the first two housing of solidarity, one for men and the other for women, who have developed actions to prevent the stigma, especially the educational project in schools, which in its first stage reached 1,600 children in the province. The initiative aims to enhance sympathy, alert the risks and raise awareness of the reasons that lead to social exclusion.
During the current mandate, within the municipal strategy, 16 people were removed from the street, which underwent an evaluation and training process, Helen Lille revealed. The mayor draws attention to the fact that the simple withdrawal of the street is not enough. The goal is to create sustainable conditions for reintegration, with residence, professional occupation and psychological support. In this sense, he said that the municipal profession program in the context of action was modified to include the homeless, which provides a first professional experience accompanied by a statement from CMF.
The council member repeated the municipality’s commitment to a humanitarian, coordinated and permanent response, with the realization that “this is not an exclusive fact for Funchal or Madeira, but from all parts of the country and Europe.” He claims that this approach must be collective and participant, including everyone.
