AMMAN – The Supreme Council for the Rights of Persons with Disabilities has stressed that the issuance of identification cards for people with disabilities takes place according to the procedures approved without delay, indicating that talking about the delay in the issuance of certain cards, can in fact occur in the Committee to diagnose physical handicaps due to the many requests from the old man who apply to the objective of the use of work permits.
The director of the Supreme Council Identification Card Unit, Ayoub Al -lawzi, declared in “Al -Ghad” declarations that the number of total cards issued so far was in the three northern, center and south regions, 27 267 cards, in accordance with the instructions for the publication of the identity card n ° 3 of 2022.
In a response to requests for information on “Al -ghad”, on the reasons for the delay in the publication of certain identification cards, he said that this is due to the reception committee to diagnose physical disabilities in a large number of “higher ages”, which seek to issue the identification card to benefit from the exemption from work permit costs for home workers, but that the condition of physical law is a basic requirement.
Article 12 / D stipulates that the Minister of Labor, on the basis of a recommendation from the Ministry of Social Development, can exempt “a very handicapped handicap, his tutor or tutor, to pay the work permit costs for a non -Jordanian factor, if the handicap is a permanent urgent need to help others to carry out burdens of his daily life.
No exemption for the majority
“The percentage of requests from the category of the elderly who returned to the Committee to diagnose physical disabilities to issue an introductory card is estimated at around 99% of requests, but the majority of them do not obtain exemption, because the degree of invalidity is conditional to be serious.”
And that the Council is the only part authorized to issue the identity card, according to the law of the rights of disabled people for the year 2017, as an alternative to medical reports and permanently to show the type and the degree of invalidity.
The identification card is required for several conditions in accordance with article 7 / A / 2 of card instructions, the most important of which is that the person has one of the handicaps mentioned in the list of disability classification according to the “initial” report published by one of the hospitals of the Ministry of Health or its royal medical services and its nature.
Obtaining the card requires the approval of the committee to diagnose physical disabilities, then requesting a work exemption request allows costs for the elderly who meet the conditions, to one of the administrators of the Ministry of Social Development, who in turn will submit its recommendation to the Ministry of Labor to obtain the exemption, according to the clarification of the Ministry of Social Development to “Tomorrow”.
According to article 10 B of the identity card, issuing instructions, as soon as it is issued to the official medical reports required to obtain one of the services and exemptions stipulated in the law or in any other legislation, including customs and tax exemptions, university adversaries, education support programs, rehabilitation and health insurance services, requests for appointment and employment, etc.
The expression “the elderly” was not included in any of the legislations related to exemptions or instructions to publish the identification card in this context, but data from the Ministry of Social Development on the website included the conditions that must be met on the page of electronic services linked to the request of the Ministry of Work.

According to data, the conditions are that the applicant is Jordanian and has a national number, and that it is the elderly, and that it is an urgent and permanent need for others to make the burden of his daily life, noting that the description of the “severe physical handicap” was not largely for the elderly.
