The Supreme Court said on Monday that the affairs of ethnic violence manipur being under investigation by the Central Bureau of Investigation (CBI) would be heard in Guwahati, Assam, where it had been previously transferred. A bench of three judges led by chief judge Sanjeev Khanna also extended the mandate of a committee led by former chief judge Geeta Mittal from the High Court of Jammu-Cachemire on July 31, 2025.

The committee also includes the former judge of the High Court of Bombay, Shalini p Joshi, and the former judge of the High Court of Delhi, Asha Menon. The committee was formed by the APEX Court on August 7, 2023 to maintain a reparation and a rehabilitation of victims of ethnic violence in Manipur. Earlier, the higher court extended the duration of the committee for six months on August 5 of last year. On Monday, the bench examined the arguments of a lawyer in the cases transferred by the bench on August 25, 2023 for a previous procedure. The chief judge said: “We clarify that the transfer of affairs will be held before the courts of Guwahati.”
The Supreme Court transferred 27 cases to Assam
By keeping in mind the need to guarantee the global atmosphere in Manipur and the fair process of the Administration of Criminal Justice, the Supreme Court has moved 27 cases related to various crimes in Assam. It also includes a case of sexual harassment of two women shot in the naked state, whose video has been revealed.

The Court of Apex adopted several instructions and ordered the Guwahati High Court of the High Court of the High Court to appoint one or more justice officers for regulation of the transferred cases. Out of 27 cases, 20 were linked to allegations of sexual assault, rape and murder while three arms were linked to the booty.
The bench has adopted a positive attitude in the delivery of several reports submitted by the Committee of Judges to all the defendants, but asked the parties to take precautions due to the “involved sensitivity”. In accordance with the bench, the general solicitor Tushar Mehta, who represents the government of Manipur, stressed the possibility that certain people are “an acquired interest”. The bench has set the next hearing for the week of July 21.
More than 200 people killed since violence broke out
On December 9 of last year, the bench ordered the government of Manipur to submit a detailed sealed report on the number of properties that were completely or partially lit, pounded or empiety during ethnic violence in the state. He underlined the need to take measures to resolve the complaints of the displaced people moved by the State and to restore their properties.
The report also ordered the government of the State to tell the measures taken against the empilers in accordance with the law. The Supreme Court also asked the government of the State to answer on the question of the issuance of funds for temporary and permanent houses raised by the Committee of Judges. In August 2023, the Supreme Court asked the former Maharashtra police chief Dattatreya Padlgikar, to monitor the investigation into criminal affairs. More than 200 people were killed, hundreds of people were injured and thousands of people have been moved since the first ethnic violence broke out in the state on May 3, 2023.
