Modesty prints the opening of land groups to the civil and community environment

The subject of the level of opening of dirt groups to their civil and community environment raises many questions, because only 228 groups of dirt, out of 1503, were previously involved in opening projects concerning the subjects of transparency, responsibility and the right to obtain information, citizenship and digitization, pending the involvement of more than a thousand two remaining remaining.
The data of the Moroccan network portal for open groups show that there are 52 programs to open with these involved groups.
This subject opens the door to a discussion on what is linked to the opening of land groups in the kingdom to citizens, in particular with regard to participatory democracy and the activation of texts linked to the right to obtain information, in addition to digitizing the services provided by these institutions whose members general are elected during regional and local elections.
In his interaction with the subject, Rashid Lazrak, professor of political science, said that “this reality highlights how local groups have become, largely, do not reflect on the democracy of proximity, after having made concern for citizens in the hands of the supervisory authorities, including employment, the state or even the central administration.”
In a declaration in Hespress, he assured that “this reality even applies to the members of these collective councils, because they in turn vote on the decisions issued by the higher authorities, without having helped to formulate them”, explaining that “a certain number of group services which can be the subject of a participatory democracy are also in the hands of the private sector, according to the principle of authorization.”
The same spokesman said that “in practice, there is a group of damage behind the moderation of the level of development of the relationship between the collective administration and the citizen,” giving the example with “the demolitions that a group of neighborhoods know in the cities of Rabat and Casablanca is currently, because we note that the members of local groups and citizens are equal by not making the more precise details.”
He also underlined the existence of “a certain number of obstacles to the opening of local groups and of dirt to citizens, in particular with regard to questions of participatory democracy, communication and the right to information, which in Morocco has not yet reached an advanced step in the download of the content of the constitutional document which provides the principle of participation.”
In a related context, the Hespress electronic newspaper obtained a special declaration from Lahcen Ait Al -aqid, which is responsible for obtaining information and the Ait Meloul group on the program to support open dirt groups. The latter pointed out that “the figures available for the time time show that we are still within the limits of 199 local groups involved in the open workshops, as well as 12 regional councils and 17 workers and regions, out of 1503 groups of dirt in the kingdom”.
Ait Lahkid in Hespress spoke of the experience of the Ait Meloul group’s council in the Souss-Massa region in this regard, explaining that “the percentage of completion by the opening plan council for 2024 and 2025, which includes around 11 projects, reached 41%today. These projects divided into 63 activities were prepared in partnership with local civil society, under the supervision of a specialized committee, and in the end, they charge areas of communication and obtaining information, citizenship and participatory democracy.
According to the same spokesperson, “the official national figures concerning this problem point out that a small number of open dirt groups are only available on the opening programs. This also indicates that the absence of compulsory for the total of groups in the kingdom can reduce the latter’s participation in these efforts.
He underlined in Hakeb “the importance of focusing on the support of these groups involved in workshops open at the time of the hour, pending the involvement of the other, by evoking the fact that a significant percentage of local groups in Morocco is also limited groups in terms of population and activity, which can reflect in the racism of the opening and the participator not present until the time.”
