The data contained in a written response to Minister Mohamed Saad Barrada about a question presented by Idris Al -Santi, head of the kinetic team of the House of Representatives, on the subject of “the absence of health establishments in educational establishments”, showed that the number of schools benefiting from reforms and catering operations reached 802 during 2022, after The year 2021.

With regard to the supply of health facilities, the subject of the question, the data included in the response document indicated that during the past year, these installations were built in 1502 educational establishments, against 700 in the year 2023, 722 of the previous year and 697 in 2021.

The same source said that 430 schools were connected to the drinking water network during 2024, after having taken place in the previous year in 2022 and 2021, while 375 schools were linked to the electricity network during the past year, compared to 389 in 2023 and 827 per year before.

On the other hand, the Ministry of National Education provided the liaison network to the sewer network for 414 educational establishments in 2024, against 162 in 2023, after 610 in 2022.

As for tingling operations, in the past year, depending on what Hespress has seen, 571 educational establishments, compared to 98 in 2023 and 823 establishments per year before.

In this regard, the Minister of National Education, the first education and sports said that “important financial covers are monitored for the field of eligible educational establishments, which are transferred in the form of subsidies to regional education and training academies”, adding that it “exceeded two billion dirhams per year in the last years from 2021 to 2024”.

The head of government himself stressed that “regional academies of education and training as public institutions and, according to law 00-07, mobilize additional financial resources thanks to partnerships with groups of dirt, the private sector and others”.

95% in the rural world

Mohamed Saad Barrada revealed that 95% of the provision of infrastructure and 60% of reforms and catering operations concern educational establishments in the rural center.

And “in the implementation of procedural framework programs for the 2022-2026 road card, in particular program 5: the conditions of receipt in educational establishments”, the emphasis was put in the main objectives and the results of the rehabilitation and maintenance of infrastructure, including health establishments, and the provision of childcare and cleaning services “, the head of the government adds itself.

He continued in the same answer, saying: “By following the achievements that were carried out in program n ° 5 of the procedural framework, a technical and technical guide was issued for educational establishments and its sharing with the regional academies of education and training, and its adoption as technical pillar by the technical interests of regional academics and directors.”

Existing challenges

On the other hand, Mohamed Saad Barrada recognized that “despite the efforts made, a set of constraints still hinders the achievement of the objectives of the leaders, in particular with regard to the administrative leaders necessary to qualify the educational establishments, most of whom remain in the competence of the partners.”

These constraints, as the Minister declared, are mainly linked to “reform licenses, which require several boring measures, which require the intervention of many administrative interests in order to obtain this document, in addition to the long period which takes it”.

It also includes “a compulsory group of a group of people involved in rehabilitation projects: architectural offices, technical design offices, technical surveillance offices, geo-technology offices and topographic design offices”.

In this context, the head of the government stressed that “the absence or after the sources of water and electricity of educational establishments in certain areas”, noting that this “requires additional efforts of financial resources and precise and continuous monitoring by partners”.
