The Communications Committee in the House of Representatives approved this week a draft law that establishes administrative sanctions for people who practice writing on the walls. Among the expected measures is the suspension of the national driving license (CNH) and the mass for a period of six months from all the lines registered in the name of the perpetrator.
Written by PL-RS, the draft law 337/24 also prohibits that the authors of the walls have access to public support loans, such as financing salary statements. In the event of repetition, the expected penalties will be applied. The siege of the phone lines will be up to the operators, based on the CPF for the perpetrator.
The proposal now follows the analysis, on a conclusive basis, in traffic, transportation, constitution, justice and citizenship committees. If approved, it will be sent to the Senate.
The text is determined on writing on the walls such as the act of scratching, drawing, writing, staining dirty buildings, urban furniture, or public and private equipment, without permission from the owner.
The introduction of the proposal, Silvye Alves (União-GG), defended the approval of the bill as a way to contain the progress of practice. “Selection of an environmental crime is already, but the current sanctions were not sufficient to contain the problem. It is necessary to move forward,” he said.
For parliament, the proposed restrictions may have a direct impact on the daily life of the perpetrators. “These measures generate practical consequences, which can be more effective than fines or symbolic penalties.”

The project also provides for the application of administrative penalties regardless of any criminal penalties and commitment to compensate for the damage caused. If the perpetrator does not pay compensation for material or moral damage, the amount will be registered in the active debt.
The proposal will also be subject to two actions before going to the Senate vote. If the two councils approve it, it will go to the presidential punishment.
