The municipal plan for the person will be discussed in a homeless (PMPSA) state (PMPSA) 2025-2029, which was promoted by the Funchal City Council, at the defendant’s meeting next Wednesday, after the end of the general consultation period, which was conducted for 30 days, between February 20 and 10. Then the document goes to the final vote in the municipal assembly, and it reaches CMF.

Helina Lille, a member of the Council in the Social Zone, states that PMPSA aims to organize, organize, unite and innovate interference with people in the positions of the homeless (PSA), based on the accumulated experience and the actual work done on the ground. Within 30 days of general advice, only one post was registered.

With the approval of the new plan, the municipality is committed to enhancing the municipality’s social response, through an integrated and comprehensive approach, in expressing the regional government, civil society organizations and other entities called in the region.

PMPSA was organized in five intervention axes: prevention, home context, residence (including two solidarity houses created at the end of 2022 for men and another for women), training and social integration, production and communications production. In total, it includes 14 strategic and operating goals, and 63 concrete standards, which will be monitored and evaluated during the plan, between 2025 and 2029.

PMPSA’s strategic objectives are organized around three main areas of work: preventing homeless positions, reducing the number of people who have no shelter and deepening knowledge about this phenomenon in the specified context of Funchal.

By the end of the semester, the municipality’s global investment in the municipal strategy for homeless persons will be 1.4 million euros.

Since the end of 2022, in the context of municipal intervention with the support of the multidisciplinary, intervention, monitoring and evaluation team, 10 people could be removed from the street, all of whom are currently with accommodation and inserting them into the labor market, says the Chamber.
